The type of database that you need depends, by and large, on the number of concurrent users that you anticipate and the amount of data that you will be wanting to process and store.
If your plan is to set up a database on the scale of the UK National Identity Register your best bet would be to utilise the services of Oracle Corporation or IBM Informix.
If you have a requirement for a database with maybe 10 - 100 concurrent users and giga rather terabytes of data then Microsoft SQL Server 2005 is perfectly adequate for you.
It may well be that your requirement is for a couple of users, small data volumes, and no remote access - in which case we would develop your database application using Microsoft Access
We also need to consider the environment that your database will run in. Would you, for example, want field based staff to have access to it over the internet. Do you have, perhaps, a number of offices (UK or abroad or both) from all of which you would want access to your database(s) ? In circumstances like these it may well be that your database application was hosted in a secure environment at Rackspace and available to anyone with a valid user id, password and broadband internet connection.
